Dr. Joel graduated from the International Medical University, Malaysia in 2012.

He has worked in several hospitals during his government service, including Hospital Tengku Ampuan Rahima in Klang, Hospital Jempol, Hospital Tuanku Jaafar in Seremban, Hospital Raja Perempuan Zainab II in Kota Bharu, and Hospital Sultan Ismail Petra in Kuala Krai.
